Because no institution of high renown is truly complete without shady, morally ambiguous people who can procure all sorts of illegal things (booze, contraband spices, dark potion ingredients, etc, etc, etc) - for the right price.
*ahem*
Anyways, peeps, here's the deal:
Virgil Cross is a Sixth Year Ravenclaw. To most of everyone at Hogwarts, he's nothing special, academically or otherwise. To the best of the knowledge of the authorities, he's a decent enough student who keeps away from trouble. A quiet, steady guy.
If you've met him in person, Virgil Cross is a casebook study in cool detachment, though he can be charming enough on occasion, and is generally congenial to his fellow students.
But if you're even passingly familiar with darker underbelly of Hogwarts, you will know someone who knows somone who knows someone who can get you things highly illegal, absolutely contraband.
One such someone is Virgil Cross. A 'Fixer'.
If your characters are the sort who engage in illegal activities, you know Virgil Cross, or you've run accross him at some point in time. See, he has a unique position in these activities. He can get things for you which others wouldn't even know of. Better, if you're in the market for something but don't know just what, he also has the knowledge to find something suited to your needs. And, like all good businessmen, he promises absolute discretion and total confidentiality, and in the three years he's been in business, he hasn't broken his promises yet.
Like the tagline says: everyone's got a need. And every need has a price.
Virgil's terms are simple. He doesn't deal in cash, because money is meaningless to him, here at Hogwarts. He deals in information, in favours, to be collected at his leisure. He promises discretion, but demands absolute discretion in return.

Now that the brief intro's over, here's what I'm humbly seeking:
1. General friends and the like - classmates, male and female, who he can idle a little time with. Generally speaking, they probably wouldn't know about Virgil's extracurricular activities, but that can be changed over time. Also included here, potential romances (why anyone would willingly subject a character to the poison that is Virgil's personality is beyond me, but I will nominate you for sainthood).
1.5 - Also, casting call - Requesting at least one or two friends and/or one possible love interest - people he might've been close to in the old days (1st year, 2nd year), before he turned all spooky and sinister. The history section of the bio has the relevant details. (It's a relatively short history. Though the bio isn't all that short.)
2. Customers/Ex-customers/people in the know - students to whom Virgil has provided his services in the past. I would like it if I could get at least one prefect in this clique - I'd be oh-so-grateful-you-cannot-possibly-imagine-how-much. In that vein, a rival, or a straight-laced character or prefect or someone who may have 'heard things' and wants this 'Fixer' out of the game.
